So, here is the reason:
1. You must be very far off the land in the sea!
2. You must be in the sky.

This happenes when SA-MP cannot load the GTA-SA native objects. Restarting your SA-MP and the game it would get fixed by itself. Use low settings in-game as your GPU can't render graphics so fast. Or upgrading your PC may help you in this situation.
